in Port of the Winds you can go to the Trade Merchant Daisy and buy 10 cash for 100 gold from her.
For enchanting you need to go to any blacksmith you see doesn't matter which one. There you need your weapon/armor and some Weapon or armor enchant dust depends on what you want to enchant.
There is always a chance of failing the enchantment, but if you fail to enchant from +1->+9 it doesn't get destroyed only resetted. If you enchant from +9 and higher the item will get destroyed if you fail from there on you should use enchant insurance scrolls which you can get from the cash shop.
The enchanting also cost some gold.
