Cash vs. CP

What's the difference of cash and cp? I'm planning to top up to buy items to item mall

Cash is the money you can use in the ingame shop "item mall".

CP is the PVP money, useful to get specific sets pvp.
Some of them are strong for midgame, but here I think the only "good way" to use it is for gearing your lvl69 for arena.
