Bandit's FD

So its been a few years since I played the Eu version.
Im playing with Bandit right now and when Im using final decision skill it just knocks down enemies , the only chance it fully attacks is on bosses... does it get better as you lvl up the skill or thats the new skill

sadly this was a failure to balance that skill, it is completly useless now and since the developer just copy the work of the official server this problem is not fixed here.
