Yes, the event is still ongoing. You can get free "Enchant Changer (+7)" at the bird-lady in the center of Port of Winds. I believe her name is Wendy? After lv. 55, you can also pick up lv. 55 gear (Aram) from her for your respective class. These items however can't be soulcrafted or enchanted.
You can check if an event is still ongoing by the post date of a patch, on the "Home" page.
